Use the idea that %28x%5E%28y%29%29%2F%28x%5E%28z%29%29=x%5E%28y-z%29 to get

%28x%5E%28-4%29%29%2F%28x%5E7%29=x%5E%28-4-7%29=x%5E%28-11%29


Now flip the base to make the exponent positive to get x%5E%28-11%29=1%2Fx%5E11


So %28x%5E%28-4%29%29%2F%28x%5E7%29=1%2Fx%5E11
