Sum of complementary angles = 90 deg
2x+21+3x-26=90
5x-5=90
5x=90+5
5x=95
/5
x=19
2x+21= 2*19+21= 59 deg
3x-26=3*19-26=31 deg
The measure of smaller angle is 31 deg.
