How fast do you have to go for the last 10 miles for the average velocity for the entire trip to be 5 mi/h?

If average velocity is 5 mph, time = 20/5 = 4 hours.
Not knowing the speed/time of the 1st 10 miles you
cannot determine the time needed for the last 10 miles.

Given the average velocity for the first 10 miles. Is it possible to have a 20mi/hr average velocity for the total 20 miles.
Why or why not?
That depends on the time/speed of the 1st 10 miles.
If the 1st 10 miles takes more that 1 hr you cannot
get an average of 20 mph for the 20 miles because
the total time to average 20 mph for 20 miles is 1 hr.
