3=1*3+b, 3=3+b, b=3-3, b=0.
thus we have the line equation y=x (red line-m) (intersect=0,0)
second equation:slope=(-3-3)/(5-3)=-6/2=-3.
-3=-3*3+b, -3=-9+b. -3+9=b. b=6.
thus we have the line equation y=-3x+6 (green line-n) (intersect=2,6)

I BELIEVE YOU HAVE THE WRONG STATEMENT. THE MINIMUM NUMBER OF TEACHERS + STUDENTS IS 1+26=27. HOWEVER YOU STATE THAT THERE ARE ONLY 9 SEATS OCCUPIED.
THESE FIGURES MAKE NO SENSE.
