I'll assume the plane is heading north. If its ground track is north, it's a different problem.

The groundspeed is the hypotenuse
r = sqrt(200^2 + 80^2) = sqrt(46400)
r =~ 215.4 km/hr

x = y = 1 is the easiest
(1+1)^-2 = 1/4

They're not equal, so it's disproven.
