If these roads are put on a coordinate plane with the center of the city at (0,0), Lorain Road is represented by the equation y = -x – 4 And Detroit Road is represented by the equation y = - x . How far away is Lorain Road from Detroit road?

Ignoring that:
Since the angles with the axes are 45 degs, the distance is 4*sin(45)

And planes use knots, not mph.

Is 9 the width or the height?
Do you want the slope from the lower left to upper right, or upper right to lover left? Or some other slope?

Assuming you mean that the wire makes it turns along the 30 cm length:
8 times the circumference is the base and the 30 cm is a side of a right triangle.
The hypotenuse is the length.
