We are confident that the parameter, which is unknown and unknowable (usually) is in the interval. It is not probabilistic, because the parameter either is or isn't, and that is a 0-100% issue. We can say that if we construct 100 such intervals, 95 of them will contain the parameter, but we don't know which 95. Those 100 such intervals will not be the same.
