What do you set the equation equal to when you are looking for the measure of an angle in a circle? example: what would the angle equal if the equation was 15x+3; would I set it equal to 360 or what or what if the equation were just 4x.

That is all pretty confusing but I can say this.
If you have y = 15x, 15 is the slope of the line and is 
(change in y)/(change in x)
But change in y/change is x is the tangent of a central angle theta
If tan(theta) = 15/1, then theta = 86.18 degrees.
