{{{-3y=-2x+6}}}
{{{y=2x/3-2}}}
The slope of this line is the "m" term, so the slope = {{{2/3}}}
The important point to recognize in this problem is that if two lines are
perpendicular, then the product of their slopes is -1.
So to find the slope (m) of the the line L, determine what number 
multiplied by 2/3 will equal -1:

{{{m=-3/2}}}
So now you know the slope and the y intercept for the line L.
With this information, you should be able to write out the equation.
