how is the velocity calculated if the velocity is walking against the wind?

Velocity (or speed) is always wrt (with respect to) a frame of reference.
The speed wrt the Earth is the most common.
Walking against the wind, the speed wrt the wind is the speed wrt to Earth + the windspeed.
