A point is located somewhere on the x-axis. What is the ordinate of the point -4... But the part I don't understand is this, "Can you determine the abscissa of the point from above! Why or why not?

-4 is not a point.

The ordinate is the distance from the x-axis
If a point is on the x-axis, its distance from it = 0.

The abscissa is the distance from the y-axis.  If the point is "somewhere on the x-axis" then the abscissa is not known.
