This is a very difficult question to answer. It would be simple to say "Robert needs to draw a 7 or less. An ace will be counted as a 1. There are 13 cards in a suit so 7/13 of them will suffice". But that is too simple. Robert has already been dealt enough cards to total 14. What you are not told is what cards are already played (both to Robert and to whatever other payers are in the game -- including the dealer) and how many cards are left to draw from. Without those two pieces of information, you can't give a definitive answer. And that is why card counting is so difficult. 

Let's assume the simple answer and say 7/13's. That will be pretty close.
