Which translation do you consider correct?  
(2x+3)/x + 1 = 3/2 is translated: If twice the number added to three is divided by the number is added to 1 the result is 3/2.
:
 (2x+3)/(x+1) = 3/2 is translated: If twice a number added to 3 is divided by the number plus 1 the result is 3/2.
:
 2(x+3)/x +1 = 3/2 is translated: If twice the sum of a number and 3 is divided by the number and added to 1 the result is 3/2.
;
 2(x+3)/(x +1)= 3/2 is translated: if twice the sum of a number and 3 is divided by the number plus 1 the result is 3/2.
You're right, it is kind of ambiguous.  Even I'm a little mushy brained now.  I think that if they wanted you to add 1 to the fraction instead of making it part of the denominator, they would have used a conjunction like "and" or a comma as you suggested.
