If you mean decrease $138 by that amount, just subtract it.

An 8% decrease leaves 92%, which is 0.92
$138*0.92 gives the same result.

On Excel, if you enter 8 then click %, it changes it to 800%
The formula and calculations are trivial.  Unless you have a lot of repetitive calculations like this, there's no reason to use Excel.  imo
