Calculate the slope of each line (One of them you can tell simply by inspection).  If the slopes are equal, but the constant terms are different, then the lines are parallel.  If the slopes are equal AND the constant terms are equal, then they are the same line.  If the slopes are negative reciprocals, then the lines are perpendicular.  If neither, then the lines are neither parallel nor perpendicular.
