In general

and
{{{1/a^(-n) = a^n/1 = a^n}}}
In short, if some expression with a negative exponent is in a numerator (or not in a fraction at all, then just move it into the denominator and change the exponent to positive. And if an expression in a denominator has a negative exponent, just move it up into the numerator and change the exponent to positive. Even shorter, an expression with a negative exponent is the reciprocal of that expression with a positive exponent (and vice versa).<br>
So:
{{{(2x)/y^(-2) = 2x*(1/y^(-2)) = 2x*(y^2/1) = 2x*y^2 = 2xy^2}}}
