You must know the following Rule:  log a - log b = log (a/b).
If you do you see your problem can be rewritten as follows:
 log(2x+3)- log(4x) = 2
log [2x+3}/[4x] = 2
Now, assuming the base is "10" you get;
 [2x+3]/[4x} = 10^2 
Then 2x+3 = 100(4x)
Then 3 = 398x
Finally x = 3/398
