I) If two angles (5x-9) and (4x) are complementary, their sum is 90 degrees.
(5x-9)+4x = 90
9x-9 = 90

Angle 1:
5x-9 = 5(11)-9 = 55-9 = 46
Angle 1 is 46 degrees.
Angle 2:
4x = 4(11) = 44
Angle 2 = 44 degrees.
Check:
46+44 = 90
II) The best I can figure out without the actual diagram is that the two angles in your problem  AEF and DFE, are alternate interior angles, and alternate interior angles are congruent (equal).
