The first problem is to FACTOR the numerator and denominator. It's like in the last solution that I posted, but this time the factoring is a LOT harder. You may need some help with what I call "Advanced Trinomial Factoring" and I have a lesson on this if you are interested.

Now, the (3x-2) factors divide out:
