Step 1) Start with the graph of y = x^2 (shown in green)

Step 2) Shift it 4 units to the right to get y = (x-4)^2 (shown in blue)

Step 3) Then vertically stretch it by a factor of 3 to get y = 3(x-4)^2 (shown in purple)
