x^2+y^2+12x+10y+61=16

x^2+12x+y^2+10y= -45

x^2+12x+ 36 + y^2 + 10y + 25  = -45 + 36 + 25 

     %28x%2B6%29%5E2+%2B+%28y%2B5%29%5E2+=+16  C(-6,-5)  and r = 4

Standard Form of an Equation of a Circle is %28x-h%29%5E2+%2B+%28y-k%29%5E2+=+r%5E2
