The line y=2 is 2 units above the origin in positive territory. How did you get the distance to be -2?

Distance is always positive. If a direction is also specified, that might be considered positive or negative, but distance is a measure of how far apart 2 points are.

y = 2 is parallel to the x-axis, and 2 units "above" it. The distance from a point to a line is the minimum distance, which is from the point and perpendicular to the line. In this case from (0,0) to (2,0).
