Insufficient information. Are you talking about a 10 sided polygon and a 7 sided polygon, or a 100 sided polygon and a 103 sided polygon? Is the "first" polygon the one with more sides? Are they regular polygons?

In general, the sum of the interior angles of a regular n-gon is given by:

The ratio of the sum of the angle measures in two polygons, one an n-gon and the other an (n-3)-gon, would be:
