Let x = number of employees before layoffs
then
x - .35x = 78
x(1-.35) = 78
x(.65) = 78
x = 78/.65
x = 120

In words,
(number of employees left) + (35% of employees prior to layoffs) =
number of employees prior to layoffs
78 + .35n = n
.65n = 78
n = 120
There were 120 employees prior to layoffs
