I thought there was a cross pattern of multiplication for the formula.

x = amount of 13%
y = amount of 32%
----
x*13 + y*32 = (x+y)*14
13x + 32y = 14x + 14y
18y = x
Mix 18 parts of 14% to 1 part of 32%
