Hint: Use the equalities:

1 inch = 2.54 cm

10 mm = 1 cm

100 cm = 1 m

1000 mm = 1 m

to perform the conversions

Formula?, why would you need a formula to record your measurements in the metric system of units when you use a meter (a metric unit) stick?

Don't use any formula. Just use a ruler that has metric measure.
