14 divided by 60 is going to convert 14 miles per hour to some number of miles per minute. Two times that number would be the number of half-miles per minute. And the reciprocal of that result would be the number of minutes per half-mile, namely, what you are asked to calculate. You'll get an ugly repeating decimal, but rounding it to one decimal place should be more than sufficient precision. Unless you have instructions to the contrary that you didn't share with us.
