let x pounds of cheaper feed be required
the other one required will be 54-x
0.24*(x)+0.42(54-x)=0.28 * 54
0.24x +22.68 -0.42x =15.12
0.24x-0.42x=15.12-22.68
0.18x= 7.56
x=7.56 / 0.18
x=42 lbs- the cheaper variety
