The front of the car has to be in front of the truck by at least 16 feet in 4 seconds. That is 44 feet in 4 seconds or 11 feet per second overtaking, in addition to the 44 feet per second the truck is moving.
(60 mph=88 feet/second, and that is useful to know).
55 feet per second is 5/8 of 60 mph, or 37.5 mph.

Using from the time the front bumper of the car is even with the rear of the truck until the rear of the car is even with the front of the truck gives a distance of 44 feet.
44 feet in 4 seconds --> 11 ft/sec wrt the truck.
Add 30 mi/hr ( = 44 ft/sec)
= 55 ft/sec wrt the Earth.
