x+3=rate of the rowing team going with the current
x-3=rate of the rowing team going against the currrent
travel time=distance/speed (equal for downstream and upstream)
..

30(x+3)=60(x-3)
30x+90=60x-180
30x=270
x=9
rate of the rowing team in still water= 9 mph
