(s-10) = effective speed against the wind
and
(s+10) = effective speed with the wind

Write a time equation; time = dist/speed

crosss multiply
75(s-10) = 15(s+10)
75s - 750 = 15s + 150
75s - 15s = 150 + 750
60s = 900
s = 900/60
s = 15 mph, his rate in calm air
