The directions use zero (0) as North, or vertical.
Draw a triangle with 1 side ata 040, 40 degs to the right of vertical.
That's the desired ground track. Put an arrowhead on its end to indicate direction.
Draw another line at an angle of 100 degs and put an arrowhead on it that meets the 1st arrowhead. Label its length at 56.
You can calculate that the angle between the 2 lines where the arrowheads meet is 130 degs.
