Rate x Time = Distance
.
.
.
When they pass each other, the distance between them is zero.
The first car is going mph west and it's distance from the meet point is, .
The second car is going mph east and its distance from the meet point is
.
.

So after two hours, the distance would be,

Now you have 1 equation in 1 unknown variable, you can solve.

The eastbound car is going mph.

***
let x=speed of eastbound car
x-4=speed of westbound car
travel time*speed=distance
***
2x+2(x-4)=208
2x+2x-8=208
4x=216
x=54
speed of eastbound car=54 mph
