I have tried simplifying the problem, but I cannot understand how to get the correct answer.

There are 60*60 = 3600 seconds in an hour, then
60/3600 = 1/60 km / second, now multiply by 0.8 second
1/60 * 8/10 = 8/600 = 1/75 km in 0.8 seconds
There are 1000 m in a km, therefore
1000 * 1/75 = 13 m in 0.8 seconds
