You need to know the lengths of the cars to determine how long it takes for one car to pass another.
if we use 60 ft as the distance to be passed:

The relative speed of the two cars is 1 mph

Find the speed in ft/sec at 1 mph
= 1.46 ft/sec
To cover 60' at this speed: 60/1.46 = 41.1 sec to completely pass the car

now the problem is how far will you travel in 41.1 secs at 55 mph
