The LCM of 6 and 8 is 24 (6*8 = 48, then divide by the GCF 2 to get 48/2 = 24)
So because the LCM is 24, this means they will leave at the same time every 24 minutes. They leave at the same time at 4:00, so they will leave at the same time at 4:24 and then again at 4:48, etc (keep adding on 24 minutes).
