The departure point of the city is at the vertex of the right angle of a triangle and the other two vertices are the location of train A and train B. This is a right triangle because WEST and SOUTH, the directions of each train.

Train B, rate is r.
Train A, rate is r+14.

Distance train A goes in 5 hours is (r+14)*5.
Distance train B goes r*5 in 5 hours.

Pythagorean Theorem for the distances, ;
Solve for r.
