Rate upstream::: 210/70 = 3 mph

Equations:
Downstream:: b + c = 21 mph
Upstream:::: b - c = 3 mph

Add and solve for "b":
2b = 24
b = 12 mph (speed of the boat in still water)

Solve for "c"::
b + c = 21
12 + c = 21
c = 9 mph (speed of the current)
