I'm going to guess, is it 24?

Just kidding, assume you mean how far will the boats have to travel to be 24 mi apart
:
Their relative speed is 31 - 23 = 8 mph
Find the time to be 24 miles apart
= 3 hrs
:
In three hrs:
1st boat will have traveled 3*31 = 93 mi
2nd boat will have traveled 3*23 = 69 mi
:
Check: 93 - 69 = 24 mi
