What was the second friends speed?

Let s = the speed limit
then
(s+5) = 5 mph over

We are dealing mph; change 15 min to .25 hrs
2nd friend traveled 2-.25 = 1.75 hrs

Write a dist equation, dist = time * speed
:
1st friend dist + 2nd friend dist = 253 miles
2s + 1.75(s+5)= 253
2s + 1.75s + 8.75 = 253
3.75s = 253 - 8.75
s = 244.25/3.75
s = 65.13 mph
