So the first digit is a one, which means the last digit is a 1.
He has to travel 100 miles to maintain the 5 in the ten's digit. That changes the thousand's digit to a 6: 16051. Change the ten's digit to a 6 with 10 more: 16061.
It took 110 to create the palindrome. 110/4 = 27.5 mph.
