"Jack drove y miles in 20 minutes. If he continues at the same rate, how many miles can he drive in the next 15 minutes?"

Find his rate in miles / hour
In terms of just units:
( miles / minutes ) x ( minutes / hour ) = miles / hour
mi/hr

Now do the conversion: ( minutes ) x ( hours / minute ) = hours
