let r = rate of the jogger
then
2r = rate of the cyclist

Write a time equation: time = dist/rate
:
jogger time - cyclist time = 1.2 hr
- = 1.2
reduce the fraction
- = 1.2
multiply by r
12 - 6 = 1.2r
6 = 1.2r
r = 6/1.2
r = 5 mph rate of the jogger
then
2(5) = 10 mph rate of the cyclist
