First, the circumference of the earth, using your value of the diameter, 7,920 miles, would be:

The distance from Washington to Madagascar is 8,600 miles.
Divide 8,600 miles by 24,869 miles.
this is very close to 0.333... and this = 1/3
So, the distance for Wahington to Madagascar would be approximately 1/3 the earth's circumference.
