First calculate the distance Nancy traveled during her 15 minute head start using Distance equals Rate times Time. In order to keep everything in consistent units, use 1/4 hour instead of 15 minutes in this calculation. (The alternative is to change the given speeds to miles per minute making all of the arithmetic much uglier than it already is)
Subtract the results of the above calculation from the given 175 miles. The difference is the number of miles that must be traversed at the SUM of their speeds. Calculate the time required for them to travel the difference distance at the sum speed (Time equals Distance divided by Rate). Add that amount of time to 9:15 AM.
