If vehicle A is traveling at a speed of 100 km per hour and passes vehicle B traveling at 90 km per hour, what would the top speed that vehicle B would need to accelerate too, to catch vehicle A at the point of 200 meters and as a second scenario at 300mt. (which A is still traveling at 100 km/h)

Car B has to cover the 200 meters in the same time as Car A which is going 100 km/h.
To average 100 km/hr it would have accelerate from 90 to 110 km/h
