Your initial velocity data is expressed incorrectly and your function has a sign error.

The initial position is at 84 feet up (positive) and the sign of initial velocity is dependent on whether he threw it upward or downward. He threw it down so the initial velocity is not 10 feet per second, it is -10 feet per second. Given the difficulty of moving the center of the earth, the acceleration downward must ALWAYS be negative.
