Find what is happening before the wind and rain:
You are 10/54 * 60 = 11.111 min from intersecting
:
Find the trains dist at this time
11.111/60 * 165 = 30.555 mi from the intersection
:
Train 5 mph slower: 30.555/160 * 60 = 11.458 min from intersection
Car 1 mph slower: 10/53 * 60 = 11.32 min; cutting it pretty close

To miss the train by about half a minute speed back up to 54 mph
11.458-11.111 = .347 min or a comfortable .347(60) = 21 seconds before the train arrives.
