You already have the apropriate formula. And you have the given values for d=403 and t=1,3.
Now solve the formula for r. Since we are looking for the speed of the aircraft.
d=rt , r=d/t Now you only need to substitute the variables for the given values.
r=403/1,3
r=310
So, the speed of the aircraft is 310mph. Answer a. is correct
