Effective Speed = 70+55 = 125 mph
Distance = 250 miles
Time = Distance / Speed
Time = 250 / 125
Time = 2 hours
In 2 hours they will be 250 miles apart

Distance will be covered by 2nd car in 2 hours = 55*2 = 110 miles
